If you're like me, you have a primal need to understand what kind of stupidity is at play here.
This is what The Telegraph reports:

On March 8, 2025, 30-year-old Daniel Day decided to climb the Great Clock of Westminster barefoot in order to protest against Israel's attacks on Palestinian terrorists.
Day has limited vision and used a stick to help guide himself up the side of the clocktower. He stayed up there from 7 a.m. to nearly midnight while shouting "Free Palestine."

As news of his protest spread, pro-Palestine supporters started to gather in Parliament Square and police assessed that Day was 'being encouraged by having a gallery to play to', said Mr Guise.
British authorities shut down nearby roads and canceled 2,500 tours of Parliament to deny the man an audience.
Then they parked emergency vehicles and cranes nearby and waited.
All of this added up to an estimated Β£92,000 wasted on Day's stunt.
Normally, there would be a harsh sentence for such an outlandish crime. After all, this is Great Britain, where you can be sent to jail for two years over a mean tweet!
The judge, however, had to consider the physical disability of the leftwing agitator on the sentencing.
Judge Tony Baumgartner posited that Day literally couldn't see that his antics were having a major effect on the city's emergency, tourism, and transportation services.
THEREFORE, in the mind of Tony Baumgartner, Day cannot be held accountable for the monetary amount that his demonstration cost the British government.

The prosecutor tried really hard to change the judge's mind, but to no avail.
'Much of this was entirely visible to Mr Day,' said the prosecutor. 'He could see the blocks, he could see what was happening to traffic, and he knew he had caused this.'
The judge gave Day a suspended 14-month sentence, 20 "rehabilitation days," and four months of electronic monitoring.

Meanwhile, in June, a British judge sentenced five right-wing protesters to 2-3 years in prison for tossing small stones and trash cans at armored riot police.
