Look at that. Someone did some custom metal fabricating and decided to put a Flock camera - a mobile one - anywhere they want to put it in the speed reader.
Yep, nothing to see here.
Just police hiding Flock cameras to keep an eye on your movements. According to the courts, cameras like these do not, in fact, violate the 4th Amendment. Whether or not you agree with that will depend on whether you trust the courts. π
Good thing there's no examples of police misusing these surveillance cameras, right? And there's no way future politicians would use this system for evil (probably).
