Her parents fled Laos in 1976. Her father lied on the immigration forms to "skip a step" so they could get into the U.S. faster. She then automatically got U.S. citizenship when her parents became citizens.
Even after the controversy, Kaohly was elected the mayor of St. Paul in November 2025, because of course.
Fast-forward to July 2026, and the police chief has filed a criminal complaint against Mayor Her, alleging that she sent inappropriate messages to city employees.

According to a letter sent to the city attorney Irene Cao, St. Paul Police Chief Axel Henry has designated himself an official complainant in ongoing litigation.
The charges are as follows:
...Mayor Her has engaged in illegal conduct towards City employees. Litigation is 'reasonably foreseeable.' ... You are also aware that Mayor Her has used one or more mobile phones to communicate inappropriate, and, indeed, unlawful text messages.

The letter to the city attorney says they go 'beyond isolated incidents' and extend to other city employees and police officers. It adds that Henry came forward as the formal complainant over concerns that, without doing so, 'the behavior will continue unchecked and may expose others to retaliation for speaking out.'
Her made history as the first woman and first Hmong American to become mayor of St. Paul less than 7 months ago. Recently, she's been in the spotlight for St. Paul's budget problems and plans to clear homeless encampments.

Chief Henry has sat down with police investigators for two interviews related to the complaints.
Mayor Her's office refused to comment on the claims, but said she "regrets any unintended impact her actions may have had."
If the city of St. Paul wants to avoid any further embarrassment and speed up the process, I know some guys we can call!
