According to Stonewall News, the Seattle LGBTQ Commission has recommended that the city declare a civil emergency.
The reason?
There are too many LGBTQ people in Seattle — specifically LGBTQ people from Texas.

The commission sent a letter to the mayor, city council, and city mayor that read:

Due to the rapid influx of 2SLGBTQIA+ persons seeking refuge in Seattle for increased safety needs, civil rights protections, and access to essential services, the Seattle LGBTQ Commission formally recommends that City leaders declare a civil emergency that ensures an effective and empathetic response to protecting these internally displaced persons (IDPs) at a time of urgent crisis for our community.

The biggest reason for the declaration of emergency is that the LGBTQ Commission would then have access to the city's emergency bank account for things like "gender-affirming care".
Because there's no bigger emergency than city-funded sex changes.
Whether or not the city declares the emergency, the LGBTQ Commission is happy they're talking about it.
And Texas is happy to have that crowd gone.
