Yes, the German government is mandating that private citizens working for private companies must obtain sick notes from doctors in order to take their sick days.
This was part of an announcement on a range of new policies that the "conservative" government is undertaking to try and keep the ascendant right from gaining power.

Germany's Chancellor Friedrich Merz's coalition government has unveiled a comprehensive package of reforms, including significant tax relief for lower-income families and far-reaching changes to the pension system.
The measures, announced on Thursday, aim to revitalise growth and bolster competitiveness within Europe's largest economy.
One of the policies is to require Germans to immediately obtain a sick note if they want to take a day off work in order to prove that they are really sick.
'We are abolishing sick leave by telephone and introducing the requirement to submit a medical certificate from the very first day of illness.
'We know this is a tough decision. But we can no longer afford this competitive disadvantage caused by prolonged absences from work.'
I wonder why the German work ethic has suddenly changed?
Or, for that matter, why the national economy is tanking.
I wonder if they abandoned God, then killed their nuclear power plants, then imported a gazillion Muslims, then made innovation impossible with regulation, then ticked off Russia and lost their supply of natural gas, then started jailing citizens for misgendering people or criticizing Islam.
Instead of mass deportations, nuclear energy, and deregulation, Germany is going to provide more tax cuts for "lower-income earners," many of whom are likely migrants.
It will then raise taxes on the rich, but hey, at least it's firing some of the bureaucracy?
'We want to get Germany back on track,' Mr Merz told reporters. The measures include €10 billion ($11 billion) in annual tax relief for lower-income earners, building more affordable housing and an action plan against benefit fraud. The government aims to cut staffing by 8% in federal ministries through digitisation.
The tax relief will be mainly funded by raising the top rate of tax to 47% from 45% for the highest earners with an annual income of €280,000 or more.
