Yes, they were arrested and charged with obstructing zoo operations. The kid who filmed is arguing that he shouldn't be charged with a crime since he was simply filming, but without him, this obstruction of zoo operations wouldn't have been as productive. Accessories to crime are criminals too!

The zoo says all the animals are fine. Punch is safe. The only ones facing consequences are the two clowns who apparently thought Japanese authorities would just shrug it off like it was no big deal.
