Well, Attorney General Ken Paxton didn't waste any time!!
Here's what his new lawsuit says:
Double R [Municipal Utility District] and its purported directors carried out a coordinated takeover during a meeting held in a remote field on September 12, 2025. The board terminated and replaced legal counsel, accepted the resignation of the entire board, appointed a completely new board, and attempted to annex more than 400 acres of land tied to the EPIC City development. In violation of the TOMA, the meeting notice failed to provide required public access and only provided vague information on the location. The directors also misrepresented the true scope of the actions being considered, including the connection to the illegal EPIC City development.
Attorney General Paxton is suing Double R MUD and its purported officers to void the attempted annexation and declare the Defendants' actions unlawful under the TOMA. Additionally, this lawsuit seeks to secure injunctive relief to protect Texans from further violations of the Texas Open Meetings Act.
Basically, Double R Municipal Utility District has attempted to fast-track infrastructure for the project while dodging normal oversight. And, you just can't do that.
This is on top of the fact that this is a Muslim city where you pretty much have to be Muslim to live. That seems to be a little illegal if you ask me.
Paxton first sued the leaders of this development project in December 2025 for alleged securities-law violations.

Paxton's office seeks a temporary restraining order to halt the annexation and prevent the district from taking further action such as holding additional board meetings without a court ruling.
Paxton has two other lawsuits tied to The Meadow development. He filed an initial lawsuit against the Double R district in February.
His office accused the district and board members of actions that 'appear designed to evade state oversight and support the illegal East Plano Islamic Center ('EPIC') real estate development' through improper appointments and the unlawful expansion of the district's boundaries.
Paxton's office secured a temporary injunction in late March that prevents the district from taking any further action until courts rule on the lawsuit.
Looks like Muslims will have to wait (hopefully forever) to build their Islamic caliphate in Texas.
